Intact buildings were a rare sight in Stalingrad, the furious fighting leaving every structure damaged in some manner.
Notes for Stalingrad Ruins 2.0:

Use this tool to find the percentage needed to scale your model up or down when printing.
The highlighted row shows the model's current scale and other rows show what percentage to print at to reach that scale.
To set a custom scale, use the calculator in the bottom row.
- mm is the height based on the measurement from the bottom of the feet to the eye height of the average human
- Height is not the same as Base Size (A 28mm miniature will often have a 25mm round base)

Are the 15mm Stalingrad Buildings capable of being upscaled to 28mm? I appreciate some slicing might be needed, or is it in the “to Do” list to make 28mm versions and some stage.

You can scale them up but you will need to cut them into smaller pieces before printing. This is on our to-do list.
However, you can also do this yourself in meshmixer is you need it right at the moment

Will they scale down to 6mm.

They will scale down to 6mm, you will need a small nozzle and print at finer resolution to get good prints.

As others have said for these Stalingrad packs, they are oversized for traditional 15mm tabletops…rather almost spot on for 20mm. That said, still great files, I personally just scale them done 70% and they fit perfectly with the rest of my terrain.

Correction: these pieces are in scale with Battlefront prepainted terrain (Flames of War/Team Yankee)… they play scale fast and loose but it looks good, and these look good with them
