Port Winterdale Docks – Problem

Trying to print this last piece – no problems until this one – PortWinterdaleDocks-Stone-Dock-Outside-Corner-v1.1

I can see in the slicr and on my printers that around layer 3 it starts printing INSIDE the rectangle for the wholes for the clips. It keeps printing inside this (supposed to be blank) until layer 10 and then wants to print an entire bottom layer for the piece. None of the other pieces have printed this way and all have printed fine. I have tested this on 2 different slicers and 3 different printers.

Help gcode file is too large too load here. Anyone seen this?
