Spiral staircase for Watchtower

Having a little trouble figuring out the spiral staircase assembly.

The green spiral on level 1 is not attached to anything? It just rests on Number 2 – S-RusticStoneFloor-v1.0?

Level 2 has both pieces attached to the wooden floor level, by the looks of it.

The Spiral Stairs clip to each other. The bottom of the top stair clips to the top of the bottom stair.
